Ignition off
Disconnect the engine control module (ECM).

Check the signal cables for start relay for open circuit to ground.

Measure between:
- Engine control module (ECM) #B11 (#C11) and starter relay.
- Engine control module (ECM) #B9 (#C9) and starter relay.
Remedy as necessary.
