Ignition off.
Check the connectors. Check for loose connections. Check for contact resistance. Check for oxidation.
Check the signal cable. Check for a short-circuit to supply voltage.

Take readings between:
- Engine Control Module (ECM) #B9 (#C9) and starter motor relay #2.
Remedy as necessary.
