On 1988 and newer Volkswagen Golf and Jetta models, idle fluctuation or engine surging while driving may be caused by the micro switches on the throttle body. The idle switch on the underside of the throttle body can stick closed and cause numerous problems. Also, check for broken wires at the harness connectors for both micro switches.
