Vacuum Control Valve (VCV)
Check VCV by applying vacuum above 9.8 in. Hg to pipe S of valve, when this is done air should be sucked into pipe Z. Stop the applied vacuum. Blow into pipe Z and check that air comes out air filter. See Fig 1. If problem is found replace valve.
