Monitor Strategy Description

The purpose is to diagnose the signal from the driver which controls the cooling fan relay signal (low and high). A global electronically controlled cooling fan error is set without debounce as soon as the diagnosis function is detecting an electrical cooling fan failure by one of the available cooling fan(s).
