No Communication With All Systems

  1. Measure voltage between ground and OBD-II Data Link Connector (OBD-II DLC) terminal No. 16 (Red/Black wire). See Figure. If battery voltage is present, go to next step. If battery voltage is not present, check junction block connectors B-78 and B-84 for broken, bent, pushed out or corroded terminals. Junction block is located at left side of dash panel below steering wheel. See Figure. Repair as necessary. If connectors are okay, ensure original problem is no longer present. If original problem is still present, check wiring harness between OBD-II DLC and power supply. Repair as necessary.
  2. Check continuity between ground and OBD-II DLC terminals No. 4 (Black wire) and No. 5 (Black wire). If continuity exists, repair or replace scan tool as necessary. If continuity does not exist, check wiring harness between ground and OBD-II DLC. Repair as necessary.
