All of the following conditions are met -
Ball valve position sensor fail (P16B6, P16B7) Not detected
Multi flow control valve motor fail (P16B1, P16B2) Not detected
Engine coolant temperature -10°C (14°F) or higher
Battery voltage 10 V or higher
