SPECIAL SERVICE CAMPAIGN (SSC) 4LB - 2004 LS 430 FUEL PUMP REPLACEMENT
Dear Dealer Principal:
As Lexus previously informed you on June 21, 2004, we have initiated a Special Service Campaign (SSC) on certain 2004 model year LS 430s. Final details and the degree of your dealership's involvement are summarized in this communication.
Condition
On certain 2004 Model Year LS 430 vehicles, the impeller inside the fuel pump may have been improperly molded due to a manufacturing error. Alcohol in some fuels may deform the impeller and cause it to come into contact with the fuel pump housing. This condition could increase the rotational resistance of the impeller and, in the worst case; the fuel pump could seize, which may result in engine stalling.

Owner notification letters will be mailed via First Class Mail beginning in mid July 2004.

Lexus is dedicated to the "Passionate Pursuit of Perfection."
This notice is being sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. Lexus has decided that a defect, which relates to motor vehicle safety, exists in certain 2004 model year LS 430 vehicles.
What is the condition?
On certain 2004 Model Year LS 430 vehicles, the impeller inside the fuel pump may have been improperly molded due to a manufacturing error. Alcohol in some fuels may deform the impeller and cause it to come into contact with the fuel pump housing. This condition could increase the rotational resistance of the impeller. In the worst case; the fuel pump could seize, which may result in engine stalling, thereby increasing the possibility of a crash.
What will Lexus do?
Any Lexus dealer will replace the fuel pump at NO COST to you.
What should you do?
Please contact any authorized Lexus dealer to schedule an appointment to have the fuel pump replaced.
The labor time for this repair will take approximately one hour. However, depending upon the dealer's work schedule, it may be necessary to make your vehicle available for a longer period of time. If possible, please bring the vehicle to the dealer with a minimal amount of fuel in the tank.
Please present this notice to the dealer when you bring the vehicle in for your service appointment.
If you no longer own the vehicle, please indicate so on the enclosed postage-paid form, providing us with the name and address of the new owner if possible.

PREPARING FOR THE SSC
Overview
Lexus is initiating a Special Service Campaign (SSC). The 4LB SSC is for 2004 LS 430s. On certain 2004 Model Year LS 430 vehicles, the impeller inside the fuel pump may have been improperly molded due to a manufacturing error. This handbook provides all the details necessary to plan and implement this SSC at your dealership. Key points on the SSC are summarized below.
4LB Condition
On certain 2004 Model Year LS 430 vehicles, the impeller inside the fuel pump may have been improperly molded due to a manufacturing error. Alcohol in some fuels may deform the impeller and cause it to come into contact with the fuel pump housing. This condition could increase the rotational resistance of the impeller and, in the worst case; the fuel pump could seize, which may result in engine stalling.
4LB Repair
The SSC 4LB involves inspecting, and, if necessary, replacing the fuel pump.
Customer Notification
Notification letters will be sent to the owners of affected vehicles in late July 2004. This letter will advise owners of the need to have the fuel pump inspected and, if necessary, replaced.

Manpower and Facility Requirements
Your dealership must plan carefully to accommodate the additional service volume generated as a result of this SSC. In reviewing your dealership's manpower and facility requirements for this Special Service Campaign, there are several items you need to consider.
- Do you need to develop ways to increase your service capacity?
- Do you need to hire additional support staff for pick-up/ delivery, car washes and fuel tank fill-ups?
You will need to hold a meeting with all dealership associates to discuss:
- Importance of Lexus customer care for each SSC customer.
- Various procedures such as phone inquiries, pick up and delivery, loaners, etc.
- Campaign specifics including your dealership's assigned quantity, completion objectives, and technical details.
We recommend that one person at your dealership be designated as the campaign coordinator.
Your District Operations Manager will meet with you to answer your questions and monitor the progress of this SSC.

IMPLEMENTING THE 4LB SSC
Car Rental and Service Loaners
One of the ways we can demonstrate that Lexus cares is by honoring loaner car requests with the best loaner available for those customers unable or unwilling to wait for this repair.
Lexus Customer Convenience System (LCCS)
Officially enrolled LCCS vehicles may be claimed at a rate of $44.00 per day. (Lexus vehicles only.)
Lexus Dealer Fleet (Lexus vehicles only)
A rate of $44.00 per day may be claimed if using this option. Be sure to follow customer supplied insurance guidelines.
The motivating factor for any of these options is the customer's convenience and consideration. Again please provide the best available vehicle. If extraordinary customer requests are made, please contact your DOM. In addition, loaner car requests that exceed one day must carry proper DOM authorization.
Remote Area Service Plan
"Remote" is defined as those distances where a customer is 100 or more miles from the nearest Lexus dealership. Your DOM will work with you to develop and authorize an action plan.
Guidelines to be used in performing remote repairs are:
- If the customer is within 100 miles of the nearest Lexus dealership, the closest Lexus dealership will perform the repair provided that prior authorization for related expenses has been approved by the DOM.
- If the customer is more than 100 miles from the nearest Lexus dealership, Lexus area associates or, Lexus national associates may perform the repair. Dealerships may also make these repairs but only with the authorization of the Area Coordinator (most likely the F.T.S.).
- Each situation will be handled on a case-by-case basis.
- Lexus will only pay for authorized costs that have been approved by DOM or area offices.
- Alternatives include pick-up and redelivery of remotely located vehicles.
The Service Write-Up
Listed on the next page are some general guidelines to use when the customer arrives at your dealership for the SSC:
- Explain that the inspection and repair will take about one hour. Inform the customer that the special services (refueling, car wash) will require additional time at your dealership.
- Explain the type of repair involved.
- If the customer does not have an SSC notice:
- Check the VIN against the national Service History File to see if the vehicle has been previously repaired under this Campaign.
- Check the left front door hinge post for an SSC completion label.
- If the vehicle falls outside of the above guidelines, explain that the vehicle does not require the Campaign repairs.
- If the vehicle is eligible, explain the SSC to the customer; describe the procedure and the amount of time needed for the repair.
- If the customer has an appointment, pull the work order; otherwise, create a work order reflecting the need to complete the SSC 4LB repair.
- Issue the work order to the technician and include job instructions for the SSC.
Preparing for the Delivery After SSC Completion
- Wash/clean the vehicle inside and out.
- Fill the gas tank with the specified unleaded fuel
- Notify customer of completion and arrange for redelivery or return of rental vehicle.
Delivery of the Vehicle After the SSC Completion
The delivery of the vehicle is a very important part of ensuring a high level of customer satisfaction. Explain all SSC repairs to the customer and apologize for any inconveniences. Thank the customer for his or her time and their continuing patronage.
Follow-Up
Complete 100% after-service follow-up is critical to ensure complete customer satisfaction with the repairs performed and the service provided.

A. FUEL PUMP REMOVAL
- REMOVE THE REAR SEAT CUSHION
- FIXED TYPE SEAT
- Pull up on the front portion of the seat cushion to release the 3 hooks.
- Remove the seat cushion from the vehicle.NOTE: Do not damage the seat cover. The seat cushion frame can be easily deformed. To avoid damage to the seat cushion frame, use both hands on each side of each hook to pull up on the seat cushion.
- Disconnect the seat heater connector. (if equipped)
- Pull up on the front portion of the seat cushion to release the 3 hooks.
- FIXED TYPE SEAT
- REMOVE THE LEFT SIDE REAR SEAT CUSHION
- POWER ADJUSTABLE TYPE SEAT
- Move the left rear seat to the most forward position.
- Pull up on the front portion of the seat cushion to release the 2 hooks.
- Remove the seat cushion from the vehicle the rear hooks will slide out.
- Disconnect the seat heater or climate control connector. (if equipped)NOTE: Do not damage the seat cover. Only the left side seat cushion needs to be removed. The seat cushion frame can be easily deformed. To avoid damage to the seat cushion frame, use both hands on each side of the hook to pull up on the seat cushion.
- POWER ADJUSTABLE TYPE SEAT
- REMOVE THE REAR FLOOR SERVICE HOLE COVER NO.2
- Remove the 3 cap nuts.
- Remove the service hole cover.
- Disconnect the fuel pump connector.NOTE: This procedure should be performed with less then a 1/4 tank of fuel. If the fuel level Is greater than a 1/4 tank, use a fuel storage cart to drain the remaining fuel.
- Start the engine.
- Allow the engine to run until it stops.NOTE: The following DTCs may be stored in the ECM:
- P0171
- P0174
- Turn the ignition switch to the "OFF" position.
- Remove and reinstall the fuel filler cap to relieve any pressure in the tank.
- RECORD THE RADIO STATION PRESETS
- SET THE SEAT MEMORY TO POSITION No. 1
- DISCONNECT THE NEGATIVE BATTERY CABLE
- REMOVE THE FUEL TANK MAIN TUBE SUB-ASSEMBLY
- Remove the tube joint clip.
- Pull out the fuel main tube.
- Plug the port on the fuel suction plate.NOTE: Do not spill any fuel in the vehicle's interior.
- Place the pipe end and connector in a plastic bag to keep them clean.NOTE:
- Clean any dirt from around the pipe and connector. Foreign matter may damage the O-Ring or cause leaks in the seal between the pipe and the connector.
- No tools are to be used for this procedure.
- Do not force, bend, or twist the nylon tube.
- If the pipe and connector are stuck, pinch the tube between your fingers and carefully turn it.
- REMOVE THE FUEL TANK VENT TUBE SET PLATE
- REMOVE THE FUEL PUMP AND SENDER ASSEMBLY
- REMOVE THE NO. 2 FUEL SUCTION SUPPORT
- Disconnect the 3 snap claws from the claw holes and remove the fuel suction support.NOTE: Do not damage the suction support.
- Disconnect the 3 snap claws from the claw holes and remove the fuel suction support.
- REMOVE THE FUEL PUMP CUSHION RUBBER
- DISCONNECT THE FUEL SUCTION PLATE WITH THE SENDER GAUGE
- REMOVE THE FUEL PUMP
B. FUEL PUMP REINSTALLATION
- INSTALL THE NEW FUEL PUMP
- Reinstall the original spacer onto the new fuel pump.
- Apply a light coating of gasoline to the new filter seal, and install the new seal.
- Install the new fuel pump.
- Reconnect the fuel pump connector.
- Install the fuel pump assembly into the fuel suction plate.
- Insert the 4 snap claws into the claw holes.
- REINSTALL THE FUEL PUMP CUSHION RUBBER
- REINSTALL THE NO. 2 FUEL SUCTION SUPPORT
- REINSTALL THE FUEL PUMP AND SENDER ASSEMBLY
- REINSTALL THE VENT TUBE SET PLATE
- REINSTALL THE FUEL TANK MAIN TUBE
- REINSTALL THE REAR FLOOR SERVICE HOLE COVER No. 2
- Reconnect the fuel pump connector.
- Reinstall the service hole cover.
- Reinstall the 3 cap nuts.
- REINSTALL THE REAR SEAT CUSHION
- REINSTALL THE LEFT SIDE REAR SEAT CUSHION
- ADD FUEL TO THE VEHICLE
- RECONNECT THE NEGATIVE BATTERY CABLE
- REINITIALIZE THE POWER SEAT ECU
- Using the seat switches:
- Fully slide the seat forward.
- Fully recline the seatback forward.
- Fully raise the seat cushion and headrest.
- Fully slide the seat all rearward.
- Fully recline the seatback rearward.
- Fully lower the seat cushion and headrest.
- Repeat step (a) for all other power seats in the vehicle.
- Using the seat switches:
- RESET THE RADIO STATION PRESETS
- CHECK THE FUEL PUMP FOR OPERATION AND FOR FUEL LEAKS
- Connect the scan tool (with CAN-VIM) to the DLC3.
- Turn the ignition switch to the "ON" position.
- Turn the scan tool "ON." NOTE: Do not start engine.
- Select "ACTIVE TEST" from the scan tool menu.
- Check that the fuel pump is operating.
- Check that there are no fuel leaks.
- Check and clear any DTC's.
- Turn the ignition switch "OFF".
- Disconnect the scan tool.
SSC COMPLETION LABEL INSTALLATION
After completing the repair and before returning the vehicle to the owner, an SSC completion label, which is enclosed in the owner's notification, must be affixed to the left front door hinge post, near the check strap.
