DTC B12E8-23: Liftgate/Tailgate Control/Release Switch - Signal stuck low: Action

NOTE:
This DTC will set if the switch is active for more than 60 seconds
- Test the operation of the lower tailgate release switch
- Refer to the appropriate system wiring diagrams and check the lower tailgate release switch circuit for short circuit to ground
