A: Scan Tool Does Not Communicate With Any System

Check Data Link Connector (DLC) power and ground circuits. See WIRING DIAGRAMS  . On 1999 models, battery voltage should exist at DLC terminal No. 16 (Red wire). Continuity to ground should exist at DLC terminal No. 4 (Black wire). See Fig 1 . On 2000 models, battery voltage should exist at DLC terminal No. 9 (Red wire). Continuity to ground should exist at DLC terminal No. 5 (Black wire). See Fig 2 .
