Voltmeter Is Inaccurate

Turn ignition on. Check voltage across battery terminals. If battery voltage matches vehicle voltmeter, voltmeter is accurate. If battery voltage does not match vehicle voltmeter, check for resistance in Pink/Black wire between instrument cluster and fuse, and in Black wire between instrument cluster and ground. If wires are okay, replace instrument cluster.
