Test M: Set Speed Fluctuates

NOTE: See WIRING DIAGRAMS  for circuit repairs. After each service or repair procedure has been completed, reconnect all components.
  1. Turn ignition switch to LOCK position. Remove speed control servo/actuator cable from servo/actuator. Check for binding or sticking speed control servo/actuator cable, throttle linkage and/or throttle plate. Ensure throttle cable bracket and speed control servo/actuator bracket are not loose. Repair or replace as necessary. If all components are okay, go to next step.
  2. Test drive vehicle and observe speedometer operation. If speedometer operates properly, replace speed control servo/actuator. If speedometer does not operate properly, repair speedometer as necessary. See ANALOG INSTRUMENT PANELS - EXPLORER & MOUNTAINEER article. If speedometer does not fluctuate, perform step 2)  in TEST A: NO THROTTLE PULL AT SERVO/ACTUATOR (FLASH CODE 1)  .
