Test B: Scan Tool Does Not Power Up

  1. Check for open or short to ground in Orange wire between Data Link Connector (DLC) terminal No. 16 and IPC/HVAC BATT fuse (10-amp) in left instrument panel junction block. Left instrument panel junction block is located on left end of instrument panel. If Orange wire is okay, go to next step. If Orange wire is not okay, repair as necessary. After repair, perform appropriate diagnostic system check. See DIAGNOSTIC SYSTEM CHECK  table under SELF-DIAGNOSTIC SYSTEM.
  2. Check for open or high resistance in Black wire between DLC terminal No. 4 and ground splice pack, located above left instrument panel junction block. See GROUND DISTRIBUTION article in WIRING DIAGRAMS. If Black wire is okay, go to next step. If Black wire is not okay, repair as necessary. After repair, perform appropriate diagnostic system check. See DIAGNOSTIC SYSTEM CHECK  table under SELF-DIAGNOSTIC SYSTEM.
  3. Check DLC terminals No. 4 and 16 for poor connections or damaged terminals. If no problem is found, go to next step. If a poor connection exists, repair as necessary. After repair, perform appropriate diagnostic system check. See DIAGNOSTIC SYSTEM CHECK  table under SELF-DIAGNOSTIC SYSTEM.
  4. Check scan tool. Follow scan tool manufacturer's instructions. After obtaining a properly operating scan tool, perform appropriate diagnostic system check. See DIAGNOSTIC SYSTEM CHECK  table under SELF-DIAGNOSTIC SYSTEM.
