Test A: Scan Tool Does Not Power Up

  1. Check Orange wire for open or short to ground between fuse No. 10 (15-amp) in instrument panel fuse block and Data Link Connector (DLC) terminal No. 16. See Figure. Instrument panel fuse block is located behind passenger end of instrument panel. DLC is located under instrument panel, near steering column. If problem does not exist, go to next step. If problem exists, repair as necessary.
  2. Check Black wire for open between ground and DLC terminal No. 4. Ground point is located behind instrument panel, on right side of brake pedal bracket. If problem does not exist, go to next step. If problem exists, repair as necessary.
  3. Check for poor connections at DLC. If problem does not exist, go to next step. If problem exists, repair as necessary.
  4. Scan tool may be malfunctioning. Refer to scan tool manufacturer's user guide to trouble shoot scan tool.
