Scan Tool Inoperative
- Connect scan tool to Data Link Connector (DLC). Power up scan tool. If scan tool does not turn on, go to next step.
- Disconnect scan tool from DLC. Using a DVOM, measure voltage between DLC terminal No. 16 (Red wire) and ground. If battery voltage is present, go to step 4). If battery voltage is not present, go to next step.
- Locate and repair open or high resistance in Red wire between DLC and fuse block located behind left side of instrument panel. After repairs, go to step 6).
- Using a DVOM, measure resistance between DLC terminal No. 4 (Black wire) and ground. Also, measure resistance between DLC terminal No. 5 (Black wire) and ground. If resistance is less than 5 ohms for both measurements, go to step 6). If resistance is 5 ohms or more for either measurement, go to next step.
- Locate and repair open or high resistance in suspect Black wire between DLC and ground connection. After repairs, go to next step.
- If DLC power and ground circuits are okay, scan tool is malfunctioning. Ensure scan tool operates properly. If scan tool does not operate, go to step 1).
