All Windows Inoperative

Blown fuse No. 21 in underhood relay box. Blown fuse No. 13 in underdash fuse box. Power window relay. Key-off timer circuit. Poor ground. Check White/Blue, Yellow(1) or Green(1) wires for an open circuit or loose/disconnected terminals.
